Manufacturers seeking to pursue compliance with Oregon mandates via a manufacturer program must submit their plans to DEQ by this date (recently extended from July 1, 2008). Plans can be submitted earlier than July 11; the 30 day review cycle will begin from the date the plan is submitted. Note that a manufacturer’s return share must be at least 5% to pursue an individual manufacturer program. Computer equipment manufacturers (not TV) must adopt and implement a recovery plan for its branded equipment that enables a consumer to recycle computer equipment without paying a separate fee at the time of recycling. The collection of computer equipment provided under the recovery plan must be reasonably convenient and available to consumers in the Commonwealth and designed to meet the collection needs of consumers in the Commonwealth (e.g., free mail back, a physical collection site, events). Computer manufacturers must publish their recovery plan on its web site and notify the state government of the online availability of their plan.
