OR Manufacturer registration Manufacturers must register with DEQ to sell CEDs after January 1, 2009. At registration manufacturers must state whether they intend to participate in the state contractor program or implement their own program at the time of registration, but manufacturers will be permitted to change their recycling program choice through July 1st. Any manufacturer with less than five percent of the return share must participate in the state contractor program. CA Manufacturer reports due (to retailers) Manufacturers of Covered Electronic Devices (CED) are required to report annually to "any retailer that sells that electronic device manufactured by the manufacturer" the "identify the electronic device, and shall inform the retailer that the electronic device is a covered electronic device and is subject to a fee" by April 1. A copy then must be sent to the CA Board of Equalization.

ME Manufacturer reports due Manufacturers of Covered Electronic Devices (CEDs) selling into Maine must report annually the following: • a description of the collection, consolidation and recycling services utilized to recover the manufacturer's products; • substantiated estimates, on an annual basis for the preceding calendar year, of the quantities of covered electronic devices marketed in this State and collected for recovery in this State; • the capture rate for electronics based on sales in this State; • substantiated estimates of the percentage of collected materials that are reused and recycled from its products; • the identification of end markets for the collected waste; and • any systems implemented by the manufacturer to ensure environmentally sound management of its products.

OR Manufacturer Program Plans due Manufacturers seeking to pursue compliance with Oregon mandates via a manufacturer program must submit their plans to DEQ by this date (recently extended from July 1, 2008). Plans can be submitted earlier than July 11; the 30 day review cycle will begin from the date the plan is submitted. Note that a manufacturer’s return share must be at least 5% to pursue an individual manufacturer program. NY Recycling plans due Technically this is the date recycling plans are due to the New York City (NOTE -- not New York State) Department of Sanitation. But on August 1, 2008 DSNY announced they are "granting manufacturers a grace period before assessing fines for the late submission of these plans. Previously due on September 1, 2008, Electronic Waste Management plans will now be due 60 days after the rules are published as final in the City Record." Plans must still be implemented by July 1, 2009.
