At registration manufacturers must state whether they intend to participate in the state contractor program or implement their own program at the time of registration, but manufacturers will be permitted to change their recycling program choice through July 1st. Any manufacturer with less than five percent of the return share must participate in the state contractor program. Alternatively, it may implement a joint recycling program with other manufacturers if the sum of their individual return shares is at least five percent.
