Manufacturers must register with DEQ to sell CEDs after January 1, 2009. At registration manufacturers must state whether they intend to participate in the state contractor program or implement their own program at the time of registration, but manufacturers will be permitted to change their recycling program choice through July 1st. Any manufacturer with less than five percent of the return share must participate in the state contractor program. Alternatively, it may implement a joint recycling program with other manufacturers if the sum of their individual return shares is at least five percent.

Manufacturers seeking to pursue compliance with Oregon mandates via a manufacturer program must submit their plans to DEQ by this date (recently extended from July 1, 2008). Plans can be submitted earlier than July 11; the 30 day review cycle will begin from the date the plan is submitted. Note that a manufacturer’s return share must be at least 5% to pursue an individual manufacturer program. To pursue a group manufacturer program, the sum of the return shares for all manufacturers participating in the group must be at least 5%.

Technically this is the date recycling plans are due to the New York City (NOTE -- not New York State) Department of Sanitation. But on August 1, 2008 DSNY announced they are "granting manufacturers a grace period before assessing fines for the late submission of these plans. Previously due on September 1, 2008, Electronic Waste Management plans will now be due 60 days after the rules are published as final in the City Record." Plans must still be implemented by July 1, 2009.

Manufacturers of video display devices (VDDs) that wish to sell or have their products sold to households/consumers in Minnesota must annually register with the state and pay a fee if the manufacturer has not met the annual target for collection and recycling of "covered electronic devices," based on their sales of "video display devices" to households/consumers in Minnesota. The year 1 target (July 1, 2007 - June 30, 2008) is 60% (by weight) of sales of video display devices in Minnesota to households/consumers in this time period.
