VA Recycling plan implementation Computer equipment manufacturers (inclduing monitors - but NOT TVs) must adopt and implement a recovery plan for its branded equipment that enables a consumer to recycle computer equipment without paying a separate fee at the time of recycling. The collection of computer equipment provided under the recovery plan must be reasonably convenient and available to consumers in the Commonwealth and designed to meet the collection needs of consumers in the Commonwealth (e.g., free mail back, a physical collection site, events). Computer manufacturers must publish their recovery plan on its web site and notify the state government of the online availability of their plan.

MO Emergency Rule Now in Effect The Missouri DNR adopted emergency regulations effective this date to implement this Texas-style recycling program for computer equipment. As stated in the emergency (and proposed) rule "a manufacturer must submit its recovery plan and notification no later than July 1, 2010." DNR Emergency Regulations Effective Date of Law

CA Annual manufacturer reports due to CIWMB Manufacturers of Covered Electronic Devices (CED) are required to report annually specific information on their covered devices annually to CIWMB by July 1. Note that individual manufacturers are responsible for preparing the report covering their activities, even if a “collective report” is submitted on their behalf. NYC Recycling Law

WA Independent plans due to Ecology Any manufacturer or group of manufacturers with >5% return share seeking to operate an independent plan to comply with state requirements in 2010 must submit a plan to Ecology by August 1. Ecology is encouraging manufacturers interested in pursuing an independent plan in 2010 to submit a draft plan to Ecology by June 1, 2009 to provide enough time for plan review prior to the January 1, 2010 implementation date. CT Recycling system implementation DELAYED REGULATIONS STILL PENDING. Once regs are approved later in 2009 that all CEP manufacturers must participate in the state program and pay all approved recyclers' reasonable costs for transporting and recycling CEDs. For returned TVs, costs will be allocated by market share across current TV manufacturers; for non-television CEDs cost will be attributed to the manufacturer associated with the brand on the returned unit. IMPLEMENTATION DATE STILL TBD IN REGS.

NC Computer recycling plans due Manufacturers of computer equipment (including monitors) must submit a plan, singly or jointly, to the state 120 days after registering. Plans must meet numerous requirements, notably how the plan will provide free transportation/recycling of collected discareded computers to collectors.
