The majority of states enacting mandatory electronics recycling programs have included some type of registration fee assessed to manufacturers to help pay for state program administrative costs. While 2 states - Maryland and West Virginia - also use proceeds from these fees as grant funding for local government e-waste collection and recycling activities, all other states use registration fee proceeds to help pay for state program staff, program outreach and enforcement.
As shown in the table below fees vary greatly from state to state. And while a handful of states exclude very small electronics manufacturers from the fee, or have a sliding scale that places the burden on larger manufacturers, most states have enacted a flat fee to be paid by manufacturers of covered products (varies by state) regardless of business size.
