Computer equipment manufacturers (not TV) must adopt and implement a recovery plan for its branded equipment that enables a consumer to recycle computer equipment without paying a separate fee at the time of recycling. The collection of computer equipment provided under the recovery plan must be reasonably convenient and available to consumers in the Commonwealth and designed to meet the collection needs of consumers in the Commonwealth (e.g., free mail back, a physical collection site, events). Computer manufacturers must publish their recovery plan on its web site and notify the state government of the online availability of their plan.
